Well, you're not wrong - you're just leaving out details. According to
Guide For New Users [Please Read This If You're New!], your post should look more like this:

6. Move on top of the pressure pad and stop moving with the jetpack equipped
-> The pressure pad will not be activated despite the player resting on the pressure pad

Sorry for being a dick, I guess I'm just tired. I'm not trying to vent my frustration out at any one person in general... it just happened to land in this post. I just think bug reports should take more effort and time to provide sufficient details to be guaranteed useful. It took me about 7 minutes to write this post - another 3 to create and upload the video (which I had to restart twice because of camera problems). If I can't give just 10 minutes of my time to a game I use and abuse freely on a daily basis, then I'm even more of an ass hole than I already feel...
But let's leave this on another positive note:
What does the temporarily ability to activate pressure pads with blueprints tell us?Well, this tells me that there's probably a collision box attached to the avatar, and this collision box is raised slightly when equipped with a blueprint - at least enough to not be able to stand on top of a pressure pad and activate it. However, when you move with a blueprint, your body is lowered enough (or I guess tilted enough?) for the collision box to be closer to the ground and activate the pressure pad. With the hovercar, it's nearly always guaranteed simply because it moves so quickly. The firefly jetpack is the slowest, so it's probably the hardest to activate with - but by using two movement keys you seem to have enough movement speed to sometimes activate a pressure pad. And with the dragonfly jetpack, you have enough speed to activate it diagonally or sideways, but not forward or backward - which also tells us that left and right movement is slightly faster than forward and back movement speeds.
