If there are no future plans for the implementation of silver then might I suggest that it is simply converted into xp instead? For example 5k silver is converted to 5k xp, this way no one really loses anything (assuming that the xp/level system isn't "rebooted" again in the future.)
Also could the prices for market place models be reduced to 10 gold from the current price of 50 gold? This way it will be easier to obtain more models and also because you are rewarded 10 gold for the "playing bonus" when visiting recently published maps this would mean for every one map you visit you are able to purchase one model.
I would also like to see the prices for avatars changed as well to something more "even." Like 200 gold or 300 gold for example. This way your gold total should always remain as an even number ending in a 0. Yes I know this is technically possible now but it would require you to buy 2 avatars at the current price of 275 gold in order to even out your total gold.

If you have any evidence for your reasonable suspicion that this person has cheated or otherwise broke the rules then perhaps you should report them so that the moderators can look into it, however do not let a few bad apples spoil it for the rest of us.
Of course there is always going a few people who exploit the system but that is no reason to prevent an update that would be beneficial to all players. In fact this could be a good opportunity to expose the cheaters and bring them to justice.
Upon implementing the silver conversion idea obviously the leader boards would update to reflect this change and there would be new players at the top. If any players are caught with an impossibly outstanding xp total like the example you provided then the moderators can take appropriate action to reprimand those players. The exploiters would have essentially sealed their own fate.
Of course each individual case may be unique which is why I recommend proper investigating into each alleged offense to make sure no player is punished unfairly.

Nobody has time for this, the admins are busy enough trying to not go bankrupt
