I was unable to reproduce this issue, here's what I did:
1. Enter edit mode in a game that has contained a rotator for a while 2. Edit rotator model 3. Select paint tool 4. Paint any surface > The surface is painted as expected. Nothing disappears

I'm afraid we don't award bugs that rely on other bugs to work. This is due to the fact that when the bug you're using in your bug report is fixed, the bug you're reporting will be fixed as well. I.e. when (if) we fix the broken cube, this issue will seize to exist as well.
