Gameban Details: Ok, so i keep getting Rude, Racist, and Selfish, people joining my game ~|Aether|~ So i tell them to leave if they are going to be like that and they said No, so i am really needing this logic box to be made, I can't recall usernames, if i get another, i will report them. This logicbox could come out for 250 Gold maybe?
Moderator/Admin Details: So for Moderator/Admin logic boxes would come in handy for when you are in the game and someone does something like one of the above The moderator is allowed to warn them, and when they are warned 3 times they are reported to a admin for ban, and then You would receive the Message by Moderator(Username) Warned(Username) 3 Times, In the PM tab that is suggested in the topic.

Players with admin controls are a bad idea. I have had too many bad experiences in Minecraft with underage and severely immature server owners who abuse their powers in every way imaginable.
The problem here is that players shouldn't prohibit other players from accessing content on Kogama. Banning or removing them from a game is unfair and is just going to be terribly abused for so many different reasons. The owner doesn't like the person that joins, the player says something the owner doesn't happen to like, the player is winning/losing too much, the player exploiting the owner's poor level design... well, you should get the point.
While I commend you for a unique way of implementing such admin tools, the fact of the matter is admin tools don't belong in the hands of any player. For one, you can't force responsibility and good behavior in these players, they have no accountability because they're all anonymous. You also can't be in the game anytime someone says or does something you don't agree with. And of course, if any player was mistreated or abused because of admin tools, they're not going to play the game anymore which means less revenue for Kogama and less players in the community.
All your problems that you mentioned in this post would be fixed simply by Mute Player and Report features. Muting players prevents all chat with them so that you longer hear those "rude, racist, and selfish" people. Reporting players would help generate data for the devs to track and find players that break Kogama's rules. And if those players are found to be breaking too many rules and too frequently, then and only then, would the devs or community managers take action and temporarily or permanently ban them.
TL;DR: Players can't handle admin tools - muting and reporting features would work better for everyone.

Jatsu the problem with Permanently or temporarily ban they can just make another account unless the weekly sign up quota is 200/200

Game devs can see the IP addresses of players whenever they access their web or game servers.
When players are banned, it usually means that their account is locked AND any attempt to sign-in from that IP address is blocked.

I don't actually know what securities or admin controls are used in Kogama. I was just writing an example that is commonly used due to its simplicity. Unless if you have a cookie that identifies you as banned (which can be removed as easily as clearing your cache), you probably can log into a different account while your main one is banned.
If you really want to get into it, there isn't really a "perfect ban". This is because identifiable information about the user can be masked, obscured, and changed - creating a difficult case for identifying the troubling user. And if you can't identify where his or her access originates from, then it's hard to keep that person out permanently.
But the fact is that most users of Kogama are young and easily discouraged. If they see that they're banned, they're probably not going to do anything about it and just wait it out or do something else. It's hardly likely that they're networking specialists and that they know every workaround to every security measure Kogama uses, if any are used at all.
But I'm no expert on this subject and I'm also leaving out a ton of other information, specifically like what the devs can do to try to enforce bans. So, I'm just going to end it with this final comment:
Players aren't able to handle admin tools properly; the sole privilege of admin tools belong to the devs and community managers, and the details of their actions like banning are best determined by them.
