Some people thought that this feature is very useful. But it has plenty of disadvantages that will being kogama into chaos.
First of all this feature is being used misleadingly by users. It could cause a player to get banned without a reason.
Secondly, once a player knew he/she was reported by someone he/she knows, it is totally gonna bring chaos.
And it could cause into a protest against the Kogama administration team.
It will also cause into a spam of reports.
Players will only use this feature for their own personal benefits, not the community. This community is already balanced, there is no need for that.

You're completely missing the point of this actually helping to delete content that's against the rules from Kogama. Tens of hacked / inappropriate avatars and many hackers have already been banned from Kogama in just one day of the report system being online. Yesterday 10% of all reports on Kogama came from my profile but since I didn't break the rules I didn't get banned, simple as that (false reports do not work)
Also, to prevent spam, an item has to be reported many times for it to appear on the first page on the dashboard of admins and for it to be noticed quickly = if someone threatens to report you, you don't have to worry because the reports will do nothing if you haven't broken the rules

so speculatively, when a user reports another user, that user's history will be spectated? I get it now txn :3
But unfortunately it will cause a chaos once a player knew if he/she is reported by a friend.

It won't cause a chaos if the user who's being reported hasn't broken any rules, he / she has nothing to hide right?

Well, a News post might have been useful in introducing the Report tool and how it should be used. I don't think you need to scare or threaten people to make them follow rules or proper use of features. Simply being straight and transparent conveys enough respect and good intentions that it would be used correctly. For example, listing the reasons behind it; to reduce inappropriate content, to keep the community on good behavior, to help encourage following of rules, etc. Additionally, explain to players that it's not a "dislike" tool, and it's to promote higher awareness in the community.
Other than that, I believe all reports are anonymous. It doesn't make sense to punish players who provide false reports, because you wouldn't be able to conclusively determine if it they are accidental due to a misunderstanding or deliberate due to malicious intent. Therefore, I really doubt any serious action would be taken to people who decide to abuse the Report tool. I think at most, if abusive players get flagged at all, that any future reports from those players would simply be "ignored". It's not necessary, though, it's just a possibility to reduce the amount of noise any Report tool generates.
Speaking of noise, or "spam" as you guys put it, it's fair to say that any Report tool also generates a fair amount of false reports no matter how it's implemented. There are ways of minimizing it, for sure, but you can't proactively inhibit human nature to be overreactive in reporting content or behavior they simply "dislike". This is besides the point, however, because the main purpose of the Report tool remains intact. You only need a fraction of legitimate reports to make the feature successful.
