Steps to Reproduce
You'll need to get the key (from that lock and key item), drop the item in front of the Hovercraft, then collect the item again with the Hovercraft

After that you "unlocked the speed" of the Hovercraft, making it much faster.
in the images, the hovercraft reached a maximum speed of 111 km/h, after the Bug, it easily exceeded 300 km/h
