Models made with illegal blocks may appear randomly on the world. The models are false : no-selectable and ghost. I wonder when support for illegal inventory will be added.

Illegal cubes are an exploit that modifies the behavior of normal cubes. The game doesn't register them as "real" blocks, so once the game is refreshed, these blocks will turn invisible. These cubes can also be used in blueprints, models, and even avatars to reduce model limits, allowing creators to build smaller creations with more open space. For more information, you can also view the Illegal Blocks Bug Report or view how to make them at this Youtube Link. Be warned though, illegal cubes are an exploit and can cause some weird and unintentional effects like you see in this thread. In fact, if you use illegal blocks to remove all normal blocks in some blueprints, then you may end up crashing your game and cause a project to never be able to load again. Therefore, always leave at least one real block in any model you intend to exploit using illegal cubes.

Generally, no. You can make as many invisible blueprints as you like. Although, your project will probably start lagging noticeably because of it.
The crashing problem happens while editing "empty model" blueprints, specifically when you leave clones of a blueprint inside of it but have deleted its original. You can't perform this advanced exploit if there is at least one normal block remaining in the blueprint's model, hence why I tell players that ask about illegal blocks to "always leave at least one real block in any model you intend to exploit".
